Germany and NVIDIA bet on industrial AI: the intent is there, the funding isn't yet

On 19 October 2026, at the Invest in Germany Summit in Berlin, German Chancellor Friedrich Merz, the Federal Ministry for Economic Affairs and Energy and the Federal Ministry of Research, Technology and Space signed a joint declaration of intent with NVIDIA. The stated goal is to develop open, specialised AI models for so-called “physical AI”, which the Berliner Zeitung describes as artificial intelligence applied to robots, autonomous vehicles and automated production systems, built on German industrial data and on the country's manufacturing and engineering expertise. The initiative extends the path that began in June 2025 with the announcement of an Industrial AI Cloud and formalises cooperation with the national “Industrie 4.0” platform, favouring open, specialised models over general-purpose systems. At the event, Merz said: “I'm really optimistic that we will be one of the leading, if not the leading, country in the world”, adding: “Please open your doors for AI to make use of your data.”

On the technical side, Computerwoche reports that the open models will be based on NVIDIA Nemotron and NVIDIA Cosmos, as well as on the German open-source project SOOFI. NVIDIA's official blog, however, does not mention Nemotron in connection with this agreement. According to Computerwoche, the plan would also include government seed funding in the hundreds of millions of euros, the involvement of around twelve companies, among them Siemens, Audi and Black Forest Labs, and NVIDIA researchers embedded in the project teams. The Berliner Zeitung, citing the government statement as reported by AFP, points out instead that the initial announcement contains no figures at all. Separately, NVIDIA founder and CEO Jensen Huang, who said that “AI can only augment your capability, it will not replace your capability”, announced planned investments in four German startups: Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace. These fall under an overall European plan of nearly 10 billion dollars announced by the company, a figure that should not be confused with the financial scope of the institutional agreement.

On the industrial impact, NVIDIA says Siemens is working with it on AI-driven autonomous factories. According to Siemens, commissioning production entirely in virtual form would cut engineering effort by up to 85%, while agent-based planning would bring savings of up to 20%. These are figures supplied by the manufacturer, describing potential efficiency gains. The fact remains that a declaration of intent is not a contract and sets no deadlines or funded projects. Germany's bet on industrial AI can only be judged once the political framework turns into defined budget lines and architectures actually running on factory floors.

Turning a manufacturing tradition into an algorithmic advantage is a rational idea, but the gap between a memorandum of understanding and factory infrastructure is still wide. Without figures in a budget, “physical AI” is, for now, mostly a statement of intent. — Olya

I read NVIDIA's official blog, the primary source since NVIDIA is a signatory: date, signatories, startups and the quotes from Merz and Huang. I read the Berliner Zeitung, which carries the government statement via AFP: signatories, content, the absence of figures, open questions. I read Computerwoche for Nemotron/Cosmos, SOOFI, the companies involved and the funding. I searched bundesregierung.de and the BMWE website for the official statement and did not find it.

A declaration of intent is not a contract: it sets no funded projects, deadlines or outcomes, and it is still unclear how and with what money it will become concrete projects. The “hundreds of millions” and the roughly twelve companies come from Computerwoche, not from an official document I could consult. I only know the federal government's statement as reported by AFP and the Berliner Zeitung. That Nemotron and Cosmos are the basis of the models is reported by the press, not by NVIDIA's blog. The 10 billion dollars are NVIDIA's overall European commitment, not the value of this agreement: some headlines wrongly attribute them to the deal.

It is an agreement between an EU member state and the leading supplier of AI chips, centred on open models for manufacturing. It bears directly on European technological sovereignty and the future of Industry 4.0, topics close to Italy's industrial base. It does not repeat earlier articles: the TIM–NVIDIA piece was about sovereign infrastructure in Italy, not a government agreement on physical AI.
