AI infrastructure in Beijing's plans: 9,800 EFLOPS of intelligent computing by 2030
On 7 September 2026, China's Ministry of Industry and Information Technology (MIIT) released its development plan for the information and communications industry covering the 15th five-year period, 2026-2030. The transmittal document, signed on 12 August under reference 工信部规〔2026〕188号 and made public almost a month later, sets out guidance for provincial authorities and companies in the sector. Among the 13 headline indicators reported by Xinhua and China Daily, the plan calls for cumulative investment in information infrastructure of 3.8 trillion yuan (roughly 532 billion dollars) and for intelligent computing power to reach 9,800 EFLOPS by the end of the decade. On the technology side, it also flags the commercial launch of 6G “at an appropriate time” within the five-year horizon.
Putting AI hardware directly into the communications plan, rather than into a standalone industrial-policy document, reflects a deliberate choice of framing. Starting from the baseline of 2,185 EFLOPS recorded at the end of June 2026 in FP16 precision — a figure given by MIIT at its press conference of 20 July 2026 and relayed by Xinhua — the stated trajectory requires more than a fourfold increase in four years. The text provides for the orderly rollout of intelligent computing clusters of ten thousand accelerator cards and of 100,000 cards or more, along with inference infrastructure differentiated by type of application, while requiring stronger adaptation of that infrastructure to domestically produced chips, binding computing capacity to the internal silicon supply chain.
A rigorous reading of the measure, however, means separating official statements from what cannot be verified. The notice on the MIIT portal carries only the act of issuance, while the accompanying table with the 13 indicators and the 9,800 EFLOPS figure is known solely through state and foreign press. And while the 2026 figure specifies FP16 precision, the sources consulted do not make clear which measurement standard applies to the 2030 target. Nothing at all is said about how much of the 3.8 trillion yuan is public money, about mechanisms for independently verifying installed capacity, or about the energy the network would need.
Filing intelligent-computing EFLOPS alongside 5G base-station density says a great deal about how Beijing treats computing power: infrastructure to be planned, on a par with the mobile network, not an outcome left to the market. - The official MIIT page we opened contains only the issuance notice: the full text of the plan with the table of 13 indicators is not reproduced there, so the 9,800 EFLOPS figure and the other targets reach us through Xinhua, China Daily, Economic Daily/NBD and the SCMP quoting the document, not from reading the annex ourselves. The 2,185 EFLOPS figure is stated in FP16 precision: it is not comparable with the FP64 values used in supercomputer rankings, nor — without conversion — with the capacity figures published by Western operators; the plan does not make clear (in the sources we consulted) at what precision the 9,800 EFLOPS for 2030 are measured, and at a different precision the “fourfold” factor would change meaning. The SCMP reports the existence of 52 intelligent computing facilities with more than 10,000 accelerator cards each: we found no confirmation of that number in an official source, so we do not treat it as verified. How much of the 3.8 trillion yuan is public investment and how much falls on the operators is unknown, and there is no public mechanism for independently verifying the declared capacity data. The plan gives no energy requirement for the target.
