Canada takes a stake in Cohere: when the state bets on sovereign compute
On 29 October 2026 the Office of the Prime Minister of Canada announced that the Government of Canada will invest up to CAD 1.6 billion in equity in Cohere, the country's leading developer of enterprise-focused language models. The investment goes through the Crown corporation Canada Development Investment Corporation. It is part of a Series E round led by German retail group Schwarz Group, through which the company aims to raise up to CAD 7 billion. The government describes the investment as commercial in nature and is making it alongside private investors including NVIDIA, Bell and Schwarz Group. According to BetaKit, the round also brings in Bell Ventures and Bullhound Capital, alongside existing investors Inovia Capital, NVIDIA and Prosperity7 Ventures.
According to the government, by 2030 Cohere commits to creating at least 1,000 new well-paid technical jobs, investing at least CAD 1.7 billion in new compute infrastructure in Canada, and keeping its incorporation and headquarters in the country. The listed commitments also include investment in Canadian research partnerships and in opportunities for students and recent graduates, as well as continued collaboration with the Canadian AI Safety Institute. Evan Solomon, Minister of Artificial Intelligence and Digital Innovation, said it is not enough for great companies to be born in Canada. Joëlle Pineau, Cohere's chief AI officer, said that getting compute takes capital. Co-founder and CEO Aidan Gomez said the company is proud to grow from Canada, creating high-value jobs and innovation right here at home.
Some unknowns remain. The funds will be disbursed in tranches tied to specific milestones, but Minister Solomon has not disclosed the commercial details. Neither the government release nor the company has said what percentage of equity the state will hold. The first close has been announced, while the CAD 7 billion round has not yet been completed in full. Two close figures are circulating for Cohere's valuation: CAD 35.7 billion according to the Globe and Mail, and almost 36 billion post-money according to BetaKit.
With this deal, a G7 state comes to hold a direct stake in a frontier model developer. The presence of Schwarz Group, already a shareholder in the European company Aleph Alpha, adds a transatlantic thread to the agreement. Prime Minister of Canada Mark Carney described Canada's investment in Cohere as an investment in choice, in security and in the country's ability to live its life as it chooses.
At artificial intelligence conferences there is plenty of talk about ethical principles and regulatory frameworks, but technological sovereignty is measured first of all in servers, computing power and financial muscle. Taking equity in a frontier model company, and tying the funds to commitments on headquarters, jobs and compute investment in the country, is a pragmatic choice. If you cannot stop the astronomical cost of compute, the alternative is to buy a share of it and ask that the compute stay in Canada. — Olya

- Verificato
- I read the official release from the Office of the Prime Minister of Canada (amount, tranches, co-investors, Cohere's commitments, statements by Carney, Solomon and Gomez) and, as an independent source, BetaKit's article (Series E, lead investor, role of CDIC, milestones, valuation). CBC and the Globe and Mail confirm the amount and valuation; the CBC page was not accessible, so I checked it only through search results.
- Incertezze
- The government's stake, the exact milestones and the commercial terms are not public. The valuation differs slightly between outlets (35.7 vs almost 36 billion) and the currency is not always stated. The 7 billion round has only had its first close. A reported Ottawa veto over foreign acquisitions, from a single outlet, was left out of the article.
- Perché pubblicarla
- It is one of the first direct equity stakes by a G7 government in an AI model developer, with sovereignty conditions (headquarters, jobs, compute) written into the deal. It bears on the European and Italian debate on sovereign AI, which the site already covers with TIM-NVIDIA and Germany-NVIDIA, and the round would be the largest in Canadian startup history.
